FIFA World Cup Format Changes Over Time
The evolution of the FIFA World Cup format reflects the tournament’s growth from a modest invitational event in 1930, into a massive global phenomenon. Since its inception, FIFA has frequently adjusted the number of participating teams and the structure of the competition, from 13 teams in the first tournament to the 48 teams at the 2026 World Cup.

World Cup Formats
- 1930 — 13 teams competed in four groups. Group winners advanced directly to a knockout semi-final stage. No third-place playoff was held.
- 1934 — 16 teams competed in a straight knockout tournament. Winners progressed through a round of 16, quarter-finals, and semi-finals to the final. Drawn games were settled via replays.
- 1938 — 15 teams (originally 16, but Austria combined with Germany) competed in a straight knockout tournament. The format followed the 1934 model of direct elimination rounds leading to the final.
- 1950 — 13 teams competed in four initial groups. The winner of each group advanced to a final round-robin group of four, which determined the champion rather than a single final match.
- 1954 — 16 teams competed in four groups of four. A unique system saw seeded teams only play unseeded teams; subsequently, group winners and runners-up entered separate knockout brackets to produce the two finalists.
- 1958–1970 — 16 teams competed in four groups of four. The top two teams from each group advanced to a standard knockout phase consisting of quarter-finals, semi-finals, and a final.
- 1974–1978 — 16 teams competed in four groups of four. The top two teams from each group advanced to a second group stage (two groups of four); the winners of those groups met in the final.
- 1982 — 24 teams competed in six groups of four. The top two teams from each group advanced to a second round of four groups of three; the winners of those groups progressed to a knockout semi-final stage.
- 1986–1994 — 24 teams competed in six groups of four. The top two teams from each group, along with the four best-ranked third-place teams, advanced to a knockout round of 16.
- 1998–2022 — 32 teams competed in eight groups of four. The top two teams from each group advanced to a knockout stage starting with the round of 16, where group winners were paired against runners-up.
- 2026+ — 48 teams compete in 12 groups of four. The top two teams and the eight best third-placed teams advance to a 32-team knockout stage.
